An official passport holder travelling privately may need an ordinary route, while an ordinary passport holder on a recognised mission may require protocol analysis. Immunities, privileges, accreditation, residence registration and permission for dependants are distinct from visa issuance. Commercial or personal activity outside the mission is not covered by an official label.
